2018年根据《云南省委省政府关于深化高校创新创业改革的若干意见》指示精神，落实省委省政府决策和部署，由云南省委高校工委、省教育厅联合发起，建立云南省高校科技成果孵化转化技术市场。由昆明理工大学牵头组建成立：云南高校知识产权管理服务有限公司。负责平台建设及运营服务。2019年云南省科技厅立项支持建设“云南省技术市场”，2020年6月线上平台投入运营服务。2022年2月在昆明高新区的支持下共同建设“云南省技术市场线上线下服务基地”，技术市场服务运营翻开新的一页。

云南省技术市场是由云南省教育厅支持，科学技术厅主办、云南高校知识产权管理服务有限公司承办，为云南省各级科技主管部门、高等院校、科研机构、产业园区等用户提供政策法规、知识产权、技术评价、成果转化、技术合同认定登记等科技成果转移转化综合公共服务平台。（是云南省科技成果转移转化创新服务集成供应商）云南省技术市场是云南省唯一的技术类市场，是云南省促进科技成果转移转化的桥梁和纽带，是云南省技术转移体系建设的纽带和核心，是云南省科技创新体系建设的重要组成部分。

2018年1月——2019年12月，完成网络体系建设，信息系统与云南省工业园区信息管理平台、云南省中小企业公共服务平台、GMS跨境电子商务合作平台、国家知识产权出版社中外专利大数据检索平台、国家技术转移（西南）中心等实现有效对接。

公司与省科技厅、省教育厅联合组织的“2018年、2019年全省科技成果转化与知识产权运营培训”等活动。参训人员达600百余人次，承办中美大学技术转移论坛、2018年云南省创新创业投融资对接会、2019绿色能源创新创业论坛、云南省网络信息安全技术研讨会等活动。公司积极参与云南省创新创业活动。

与昆明理工大学科技园联合承办2018年、2019年云南省创新创业大赛。两年来，公司服务创新创业机构和团队1053家，参加各类活动人员2160余人。

完成云南省6所高校、11家科研院所的科技成果数据汇聚、上线，发展高校、科研院所、企业会员100余家。线下孵化科技企业32家，通过云南省级众创空间认定。建设技术转移平台云南省科学技术院分中心、技术转移平台昆明官渡分中心。

Led by Kunming University of Science and Technology, Yunnan University Intellectual Property Management Service Co., LTD was established. Responsible for platform construction and operation service. In 2019, Yunnan Provincial Science and Technology Department approved a project to support the construction of "Yunnan Provincial Technology Market", and the online platform was put into operation in June 2020. Jointly organize 2018 and 2019 Yunnan Innovation and Entrepreneurship Competition with Kunming University of Science and Technology Science Park. In the past two years, the company has served 1053 innovation and entrepreneurship organizations and teams, and more than 2160 people have participated in various activities.
